On WhatsApp, a chatbot handles simple, repetitive triage well. An agent makes sense when the conversation needs to sell, qualify or resolve an issue without a wait.

Almost every customer service tool today presents itself as "AI-powered." Not all of them are what they say they are. Gartner estimates that only about 130 of the thousands of agentic AI vendors are real, and it has a name for the practice of rebranding existing products, such as chatbots, without substantial agentic capabilities: agent washing (Gartner, June 25, 2025).

For anyone about to invest in the company's WhatsApp, knowing the difference avoids paying for a menu bot with a new name. This article explains what each one is, shows the difference in a real-world conversation and offers six questions for recognizing a real agent.

What a chatbot is

A chatbot is a program that holds a conversation by following a script designed in advance. On WhatsApp, it shows up as the numbered menu ("type 1 for appointments"), the quick reply buttons and the automatic replies triggered by keywords.

The script works like a tree: each reply from the customer leads to a branch that was already planned. Some chatbots use AI to understand the intent of the message, but stay tied to the same flow after that.

Its strength is predictability. A chatbot is quick to set up, inexpensive and always does the same thing. Its weakness shows when the customer goes off script: the reply becomes "I did not understand, please choose one of the options," and the conversation goes in circles.

What an AI agent is

By the definition of Google Cloud, AI agents are software systems that use AI to pursue goals and complete tasks on behalf of users. They show reasoning, planning and memory and have a level of autonomy to make decisions.

On a company's WhatsApp, that means four things:

  • It understands the customer: it reads the message the way the customer wrote it, with typos, abbreviations and several questions at once.
  • It checks before answering: it looks for the answer in the company's knowledge base, not in a ready-made text for each case.
  • It remembers the context: it knows what has already been said in the conversation and, with integration, the customer's history.
  • It acts within rules: it schedules, records in the CRM, sends the payment link, resumes a stalled sale or calls in the right person.

Autonomy does not mean total freedom. A well-implemented agent has clear limits: what it can promise, which data it can ask for and when it has to hand the conversation over to a person.

Bot, assistant and agent

Google Cloud separates three levels that are often confused:

What changes from one level to the next is autonomy. The bot decides nothing, the assistant suggests and the agent acts.

The difference in a WhatsApp conversation

The same message arrives, at 10:10 p.m., on a clinic's WhatsApp:

Example

Customer: "Hi, are you open on Saturdays? I'd like to book an appointment for my 7-year-old daughter, preferably after 10 a.m. Do you take my insurance?"

Chatbot: "Hello! Type 1 for appointments, 2 for insurance, 3 to talk to a team member." The customer types 1, receives a link to a general booking calendar and still does not know whether her insurance is accepted. The team member only sees the conversation the next morning.

AI agent: "Hi! We are open on Saturdays, from 8 a.m. to 1 p.m., and pediatrics has openings at 10:30 a.m. and 11:15 a.m. To confirm your insurance, can you tell me the name of your plan?" The customer replies, the agent checks the clinic's list, books the time slot, sends the confirmation and records the contact in the system.

The chatbot did nothing wrong: it did what it was designed to do. The difference is that the agent settled all three questions in a single conversation, outside business hours and without a wait.

When to use each one

When a chatbot is enough

  • the questions repeat and fit into a few options, such as opening hours, the address or a copy of a bill;
  • WhatsApp is a support channel, not a sales channel;
  • the volume is low and a person takes over whatever falls outside the menu;
  • there is no system that needs to receive the data from the conversation.

When an AI agent is worth it

  • WhatsApp closes sales, books meetings or schedules appointments;
  • the questions vary and mix subjects in the same message;
  • contacts arrive outside business hours, and they go cold by the next morning;
  • there are stalled sales, such as abandoned carts or pending boleto and Pix payments (Brazil's bank slip and instant payment methods);
  • the calendar has rules by professional, location or service;
  • the CRM, the checkout or internal systems need to receive the data.

Insight

Gartner predicts that, by 2029, agentic AI will autonomously resolve 80% of common customer service issues without human intervention, leading to a 30% reduction in operational costs (Gartner, March 5, 2025). It is a prediction, not a guarantee. But it shows where customer expectations are heading: an immediate answer, with the issue resolved in the same conversation.

How to recognize a real agent

The Gartner release that describes agent washing also predicts that over 40% of agentic AI projects will be canceled by the end of 2027, due to escalating costs, unclear business value or inadequate risk controls. Six questions help tell an agent from a chatbot with a new name before you sign a contract:

  1. Does it answer off script? Ask for a test with real messages from your WhatsApp, with typos and several questions at once.
  2. Where do the answers come from? Ask how the knowledge base is built, who reviews it and how it is updated.
  3. Which actions does it carry out on its own? Scheduling, recording, sending a payment link. And which ones require a person's approval.
  4. How does it hand over to the team? In which situations, to whom and with what summary of the conversation.
  5. How is the data handled? Whether it runs on the official WhatsApp API and who is the data controller and who is the data processor under Brazil's data protection law (LGPD).
  6. What is measured? Conversations resolved, conversations handed over to the team, sales and the source of each contact.

Important

Transparency matters. Among Brazilians, 61% do not feel comfortable sharing sensitive information through WhatsApp, and 77% are concerned about the collection of data by AI, according to the Pesquisa WhatsApp no Brasil 2026, by Opinion Box (a survey of Brazilians, in Portuguese). A good agent says that it is an AI, asks only for the data it needs and offers the option of talking to a person.

On Meta's rules: using AI for the customer service and sales of the business itself is allowed on the official WhatsApp API. The restriction that Meta created for general-purpose AI assistants is suspended in Brazil, and only in Brazil, by a decision of Cade, the Brazilian antitrust authority (notice in Portuguese).
