Direct answer

The official WhatsApp API is charged per message. In Meta's rate card in Brazilian reais for July 2026, which sets Meta's rates for Brazil, a marketing message costs R$0.3217, and utility and authentication messages cost R$0.0350. Service messages, the replies sent inside the 24-hour customer service window, used to be free. Since October 1, 2026, each phone number has had 1,000 free service messages per month, and the ones after that are charged at the utility rate. Using AI for the customer service and sales of the business itself is allowed.

In Brazil, Flowup's home market, WhatsApp is the channel where people talk to companies. To move from manual customer service to automation, AI agents and integrations, a company needs the official WhatsApp API, the WhatsApp Business Platform. And the API has billing rules that have changed three times in little more than a year.

This article explains how Meta charges, how much the API costs in Brazil, in reais, what changed on October 1, 2026 and what is allowed with AI in Brazil.

WhatsApp Business app or official API

The WhatsApp Business app is free and works well for customer service handled by people: catalog, quick replies and labels. It starts to fall short when the company needs automation, several team members replying at the same time, an AI agent or integration with CRM, calendar and checkout.

In those cases, the official WhatsApp API comes in. The company accesses the API through a provider or through a Meta partner platform, which also charges for the service. The total cost, therefore, has two parts: Meta's per-message fees and the price of the provider or the platform.

How Meta charges for the official API

Since July 1, 2025, Meta has charged on a per-message basis, for each message delivered, and no longer per conversation (Meta for Developers). Each message falls into a category; the first three are sent with an approved message template, known simply as a template:

Category Example How it is charged
Marketing Promotion, launch, event invitation Always charged
Utility Order confirmation, appointment reminder, delivery notice Charged outside the customer service window; inside it, free through September 30, 2026 and charged since October 1, 2026, according to 360dialog and SendPulse
Authentication Verification code Charged
Service Free-form reply to someone who wrote in the last 24 hours Free through September 30, 2026; since October 1, 2026, free up to 1,000 per month on each phone number

The customer service window opens when the customer sends a message and lasts 24 hours. When the conversation starts from an ad that leads to WhatsApp, the company gets 72 hours free of charge to reply.

How much the official WhatsApp API costs in Brazil, in reais

Since July 1, 2026, accounts in Brazil can be billed in Brazilian reais, with invoices issued by Facebook Brasil. For Brazilian accounts, the migration to reais is mandatory by June 30, 2027 (Meta for Developers). These are Meta's rates for Brazil in the rate card in Brazilian reais in effect since July 2026 (NicoChat, based on Meta's rate card):

Category Meta's rate per message in Brazil, in Brazilian reais
Marketing R$0.3217
Utility R$0.0350
Authentication R$0.0350
Service, since October 1, 2026 Free up to 1,000 per month on each phone number; after that, the utility rate

Example

In one month, a company sends 15,000 service messages from one phone number and 2,000 campaign messages. Under the rule in effect since October 2026, it pays for 14,000 service messages at R$0.0350, that is, R$490.00, and for 2,000 marketing messages at R$0.3217, that is, R$643.40. The total in Meta's fees comes to R$1,133.40, not counting the platform. This is an illustrative calculation with the July 2026 rate card; check the current rates in Meta's rate card.

The example shows what weighs most: a marketing message costs about nine times as much as a utility message. Replying well to the people who reach out costs far less than sending out campaigns.

What changed on October 1, 2026

Since October 1, 2026, Meta has charged for the service messages that go beyond 1,000 per month on each phone number, according to 360dialog and SendPulse, official Meta partners:

  • the allowance of 1,000 is per phone number, resets every month and does not roll over;
  • from the 1,001st service message on, the charge follows the country's utility rate;
  • the 72-hour free entry point window for conversations opened from an ad still applies;
  • utility messages inside the customer service window, free since July 1, 2025, are now charged at the utility rate, although Meta's pricing page still describes them as free;
  • accounts with no payment method on file may stop sending service messages from that date.

Important

For anyone using an AI agent, the change weighs more: the agent answers everything, at any hour, and each conversation has several messages. With the rule in effect, it is worth estimating how many service messages your phone number sends per month and checking that the account's payment method is in order.

What Meta allows you to do with AI on WhatsApp

On January 15, 2026, Meta restricted general-purpose AI assistants on the API, the ones that answer about any subject, like a ChatGPT inside WhatsApp. Customer service, sales, scheduling and notifications for the business itself remained allowed (respond.io, 2025).

In Brazil, the story took a different turn, with decisions that apply to Brazil only:

  • Cade, the Brazilian antitrust authority (notice in Portuguese), opened an inquiry and suspended the new terms through a preventive measure, in January 2026;
  • Cade's tribunal upheld the suspension on March 4, 2026, and the inquiry continues (CNN Brasil, in Portuguese);
  • in March 2026, Meta started charging providers of general-purpose AI about R$0.33 per message; companies that use AI in their own customer service are outside that fee (Sindpd, March 9, 2026, in Portuguese).

For a company that wants an AI agent for customer service and sales, the conclusion is simple: the use is allowed, and the cost is that of the regular message categories.

How to reduce the cost of the official WhatsApp API

  • Reply inside the window: utility and service messages inside the 24-hour window cost little or nothing.
  • Use ads that open a conversation: they give you 72 hours free of charge to reply.
  • Treat campaigns as an investment: send only to people who have opted in and measure what each send brings in.
  • Resolve it in fewer messages: a well-configured agent answers accurately and avoids back-and-forth.
  • Track it per phone number: the allowance of 1,000 service messages belongs to each number, and the volume changes from one month to the next.

In short

  • The official WhatsApp API has been charged per message since July 1, 2025, in four categories.
  • In Meta's rate card in Brazilian reais for July 2026, marketing costs R$0.3217, and utility and authentication cost R$0.0350.
  • Since October 1, 2026, service messages have been charged after 1,000 per month on each phone number.
  • Using AI for the customer service and sales of the business itself is allowed; in Brazil, and only in Brazil, the restriction on general-purpose assistants is suspended by Cade.

The WhatsApp Business app is free and made for manual customer service. The official WhatsApp API allows automation, several team members, AI agents and integration with systems, and it is charged per message.

Not for the customer service and sales of the business itself. Meta's January 15, 2026 restriction targets general-purpose AI assistants and is suspended in Brazil, and only in Brazil, by a decision of Cade, the Brazilian antitrust authority. Since March 2026, Meta has charged those assistants a per-message fee, and not the companies that use AI in their own customer service.

How can a company reduce the cost of the official WhatsApp API?

Reply inside the customer service window, use ads that open a conversation on WhatsApp, which give 72 hours free of charge, send campaigns only to people who have opted in and measure the result that each marketing message brings.
