Direct answer
A chatbot follows a script: menus, buttons and keywords defined in advance. An AI agent understands the question as the customer wrote it, consults the company's knowledge base and systems, decides the next step within rules and acts: it answers, schedules, records the contact or calls in a person. On WhatsApp, a chatbot handles simple, repetitive triage well. An agent makes sense when the conversation needs to sell, qualify or resolve an issue without a wait.
Almost every customer service tool today presents itself as "AI-powered." Not all of them are what they say they are. Gartner estimates that only about 130 of the thousands of agentic AI vendors are real, and it has a name for the practice of rebranding existing products, such as chatbots, without substantial agentic capabilities: agent washing (Gartner, June 25, 2025).
For anyone about to invest in the company's WhatsApp, knowing the difference avoids paying for a menu bot with a new name. This article explains what each one is, shows the difference in a real-world conversation and offers six questions for recognizing a real agent.
A chatbot is a program that holds a conversation by following a script designed in advance. On WhatsApp, it shows up as the numbered menu ("type 1 for appointments"), the quick reply buttons and the automatic replies triggered by keywords.
The script works like a tree: each reply from the customer leads to a branch that was already planned. Some chatbots use AI to understand the intent of the message, but stay tied to the same flow after that.
Its strength is predictability. A chatbot is quick to set up, inexpensive and always does the same thing. Its weakness shows when the customer goes off script: the reply becomes "I did not understand, please choose one of the options," and the conversation goes in circles.
By the definition of Google Cloud, AI agents are software systems that use AI to pursue goals and complete tasks on behalf of users. They show reasoning, planning and memory and have a level of autonomy to make decisions.
On a company's WhatsApp, that means four things:
Autonomy does not mean total freedom. A well-implemented agent has clear limits: what it can promise, which data it can ask for and when it has to hand the conversation over to a person.
Google Cloud separates three levels that are often confused:
| Level | What it is for | How it acts |
|---|---|---|
| Bot | Automating simple tasks and conversations | Follows pre-defined rules, reacts to commands and learns little or nothing |
| AI assistant | Helping a person with a task | Responds and recommends, but the user makes the decisions |
| AI agent | Achieving a goal | Performs multi-step tasks, decides within limits and takes the initiative |
What changes from one level to the next is autonomy. The bot decides nothing, the assistant suggests and the agent acts.
The same message arrives, at 10:10 p.m., on a clinic's WhatsApp:
Example
Customer: "Hi, are you open on Saturdays? I'd like to book an appointment for my 7-year-old daughter, preferably after 10 a.m. Do you take my insurance?"
Chatbot: "Hello! Type 1 for appointments, 2 for insurance, 3 to talk to a team member." The customer types 1, receives a link to a general booking calendar and still does not know whether her insurance is accepted. The team member only sees the conversation the next morning.
AI agent: "Hi! We are open on Saturdays, from 8 a.m. to 1 p.m., and pediatrics has openings at 10:30 a.m. and 11:15 a.m. To confirm your insurance, can you tell me the name of your plan?" The customer replies, the agent checks the clinic's list, books the time slot, sends the confirmation and records the contact in the system.
The chatbot did nothing wrong: it did what it was designed to do. The difference is that the agent settled all three questions in a single conversation, outside business hours and without a wait.
| Aspect | Chatbot | AI agent |
|---|---|---|
| How it understands | Menus, buttons and keywords | Free text, with context and several questions at once |
| Where the answer comes from | Texts written one by one into the flow | A knowledge base consulted for every question |
| Memory | Only the point in the flow where the customer is | The whole conversation and, with integration, the customer's history |
| Actions | Sends messages, links and files | Schedules, records in the CRM, resumes stalled sales, within rules |
| When it does not know | Repeats the menu or says it did not understand | Asks again or hands over to a person with a summary |
| Maintenance | Every new case calls for a new branch in the flow | Updating the knowledge base and the rules |
| Main risk | Customers stuck in the script who give up | A wrong answer if the knowledge base is weak, which calls for limits and review |
| Investment | Lower to set up | Higher, with implementation and ongoing follow-up |
For small companies, the free AI that Meta has built into the app itself may be the next step after the chatbot. Its limits are covered in WhatsApp Business AI: Meta's Agent or a Specialized One?
Insight
Gartner predicts that, by 2029, agentic AI will autonomously resolve 80% of common customer service issues without human intervention, leading to a 30% reduction in operational costs (Gartner, March 5, 2025). It is a prediction, not a guarantee. But it shows where customer expectations are heading: an immediate answer, with the issue resolved in the same conversation.
This is the same shift we discuss in Get Used to Being Served by AI: the resistance to automated customer service came from menu bots, not from AI that understands the conversation.
The Gartner release that describes agent washing also predicts that over 40% of agentic AI projects will be canceled by the end of 2027, due to escalating costs, unclear business value or inadequate risk controls. Six questions help tell an agent from a chatbot with a new name before you sign a contract:
Important
Transparency matters. Among Brazilians, 61% do not feel comfortable sharing sensitive information through WhatsApp, and 77% are concerned about the collection of data by AI, according to the Pesquisa WhatsApp no Brasil 2026, by Opinion Box (a survey of Brazilians, in Portuguese). A good agent says that it is an AI, asks only for the data it needs and offers the option of talking to a person.
On Meta's rules: using AI for the customer service and sales of the business itself is allowed on the official WhatsApp API. The restriction that Meta created for general-purpose AI assistants is suspended in Brazil, and only in Brazil, by a decision of Cade, the Brazilian antitrust authority (notice in Portuguese). Pricing and the 2026 rules are covered in Official WhatsApp API: Pricing in Brazil and AI Rules in 2026.
In short
A chatbot follows a script defined in advance, with menus, buttons and keywords. An AI agent understands the question the way the customer wrote it, consults the company's knowledge base and systems, decides the next step within rules and carries out actions, such as scheduling or recording the contact.
An AI agent is a system that uses artificial intelligence to pursue goals and complete tasks on someone's behalf, with the ability to reason, plan, remember the context and act with a degree of autonomy. On WhatsApp, it serves customers, qualifies, schedules and hands over to a person when needed.
Not always. Many chatbots use AI only to understand the intent of the message and then follow the same fixed flow. Gartner uses the term agent washing for the practice of rebranding chatbots and AI assistants as agents when they have no real capacity to decide and act.
No. An AI agent resolves the repetitive conversations and the ones that follow clear rules, at any time, and hands over to a person the ones that call for negotiation, an exception or empathy, with a summary of what has already been discussed.
A good sign that a company needs an AI agent is when WhatsApp sells, and does not just answer questions: varied questions, a backlog outside business hours, contacts that go cold without a reply, a calendar with rules and systems that need to receive the data from the conversation.
