In Meta's rate card in Brazilian reais for July 2026, which sets Meta's rates for Brazil, a marketing message costs R$0.3217, and utility and authentication messages cost R$0.0350. Service messages, the replies sent inside the 24-hour customer service window, used to be free. Since October 1, 2026, each phone number has had 1,000 free service messages per month, and the ones after that are charged at the utility rate. Using AI for the customer service and sales of the business itself is allowed.

And the API has billing rules that have changed three times in little more than a year.
This article explains how Meta charges, how much the API costs in Brazil, in reais, what changed on October 1, 2026 and what is allowed with AI in Brazil.
The WhatsApp Business app is free and works well for customer service handled by people: catalog, quick replies and labels. It starts to fall short when the company needs automation, several team members replying at the same time, an AI agent or integration with CRM, calendar and checkout.
In those cases, the official WhatsApp API comes in. The company accesses the API through a provider or through a Meta partner platform, which also charges for the service. The total cost, therefore, has two parts: Meta's per-message fees and the price of the provider or the platform.
Since July 1, 2025, Meta has charged on a per-message basis, for each message delivered, and no longer per conversation (Meta for Developers). Each message falls into a category; the first three are sent with an approved message template, known simply as a template:

The customer service window opens when the customer sends a message and lasts 24 hours. When the conversation starts from an ad that leads to WhatsApp, the company gets 72 hours free of charge to reply.
Since July 1, 2026, accounts in Brazil can be billed in Brazilian reais, with invoices issued by Facebook Brasil. For Brazilian accounts, the migration to reais is mandatory by June 30, 2027 (Meta for Developers). In one month, a company sends 15,000 service messages from one phone number and 2,000 campaign messages. Under the rule in effect since October 2026, it pays for 14,000 service messages at R$0.0350, that is, R$490.00, and for 2,000 marketing messages at R$0.3217, that is, R$643.40. The total in Meta's fees comes to R$1,133.40, not counting the platform. This is an illustrative calculation with the July 2026 rate card; check the current rates in Meta's rate card.
The example shows what weighs most: a marketing message costs about nine times as much as a utility message. Replying well to the people who reach out costs far less than sending out campaigns.

For anyone using an AI agent, the change weighs more: the agent answers everything, at any hour, and each conversation has several messages. With the rule in effect, it is worth estimating how many service messages your phone number sends per month and checking that the account's payment method is in order.
On January 15, 2026, Meta restricted general-purpose AI assistants on the API, the ones that answer about any subject, like a ChatGPT inside WhatsApp. Customer service, sales, scheduling and notifications for the business itself remained allowed (respond.io, 2025).
In Brazil, the story took a different turn, with decisions that apply to Brazil only:

Reply inside the customer service window, use ads that open a conversation on WhatsApp, which give 72 hours free of charge, send campaigns only to people who have opted in and measure the result that each marketing message brings.
